The City of Elmira is updating its Comprehensive Plan, "Thrive Elmira", to create a shared vision for the community’s future and a roadmap for how to get there.

The plan will address important topics such as housing and neighborhoods, transportation, downtown and business development, parks and open spaces, and community identity. The city wants to hear from residents, businesses, community organizations, and others about what they value about Elmira, what could be improved, and what priorities should guide the city’s future.

The City will hold its first Thrive Elmira Comprehensive Plan Public Open House on Wednesday, September 30, 2026, from 6:00 to 7:30 p.m. at Diven Elementary School, 1115 Hall Street, Elmira. The open house will introduce the planning process and provide opportunities for the community to share ideas and help identify priorities for Elmira’s future.

Participants are welcome to drop in anytime between 6:00 and 7:30 p.m. Stop by, learn more about the plan, talk with the project team, and share your thoughts about the future of Elmira.

The Comprehensive Plan will establish goals and strategies to advance the community’s vision and provide a foundation for future initiatives, including potential zoning updates. The completed Plan will also help position the City to pursue grants and other funding opportunities to advance priority projects identified through the planning process.

Light refreshments and snacks will be provided.
