DEKALB, New York (WWNY/Gray News) - A Pennsylvania truck driver is facing charges after police say they stopped him with a trailer of horses that were being taken to Canada to be slaughtered.

According to the New York State Humane Association, multiple horses were being transported from Pennsylvania through New York to a slaughter facility in Quebec.

( The driver ) was charged with violating New York Agriculture and Markets Law, which bars the slaughter of horses for human or animal consumption.

The horses were taken and placed under protection.

I get it, because I don't like to think about horses being slaughtered.

But the Devil's Advocate in me says what if it was an animal like pigs and NY was a state where pigs were protected by that kind of law while in a neighboring state they weren't. If you're just transporting them to a state, say Vermont, where it's legal and accepted, is it really a crime if they're not actually being slaughtered here?

My guess would be that the NYS Law would have to refer to transporting and slaughtering. If transporting through NY is not in the Law there would be no violation.

Ok I see the distinction there.

I was under the impression that slaughter for human consumption was illegal nationwide. Like some other "exotic" meats, the USDA/FDA don't inspect so domestic isn't allowed, but imported is legal.

It looks like the 2023 NYS Law goes beyond federal regulations, to protect domestic horses from ever becoming imported meat:

prohibits any person, corporation, association, or other entity from possessing, selling, importing, etc., a horse or horseflesh if such person, corporation, association, or other entity knows or should have known that any part of such horse or horseflesh will be used for human or animal consumption

The bill text has more complete details: IMPORT, EXPORT, SELL, OFFER TO SELL OR BARTER, TRANSFER, PURCHASE, POSSESS, TRANSPORT, DELIVER, RECEIVE, GIVE AWAY, HOLD, OR ACCEPT,
