Traffic Stop Leads To Recovery Of Stolen Handgun

On June 23, 2018, at 2:53 A.M., a traffic stop was conducted by the Chemung County Sheriff’s Office at the intersection of Third Street and Euclid Avenue, in the City of Elmira, for vehicle and traffic law violations. Upon further investigation, a passenger in the vehicle, 
Michael J. Latour, age 18, of Elmira was found to have a loaded .38 caliber revolver in the waistband of his pants. The firearm had previously been reported stolen to the Elmira Police Department.

Latour was charged with Criminal Possession of a Weapon in the Second Degree, a Class C Felony, and Criminal Possession of Stolen Property in the Fourth Degree, a Class E 
Felony.

He was arraigned in Elmira City Court and remanded to the Chemung County 
Jail in lieu of bail of $15,000.00 cash /$30,000.00 property bond. 

Another passenger in the vehicle, DIJON C. STARLING-HARVEY, age 18, of Auburn, New York, was found to be in possession of marijuana and ecstasy. Sterling-Harvey was arrested for Criminal Possession of a Controlled Substance in the Seventh Degree, a Class A Misdemeanor, and Unlawful Possession of Marijuana.

He was arraigned in Elmira City Court and remanded to the 
Chemung County Jail in lieu of $600.00 cash bail. 


The Chemung County Sheriff’s Office was assisted at the scene by the Elmira Police Department and West Elmira Police Department.
