21 Horses Seized In Pine City; Two Charged With Animal Cruelty

On May 9th 2018, Elmira City Animal Control received information through social media regarding an emaciated horse on Comfort Road in Pine City. An investigation ensued, and eventually twenty-one maltreated horses were discovered at 104 Comfort Road. 

All twenty-one horses were seized from the property and transported to a local stable where they are being cared for by Elmira Animal Control staff. The horses are currently being treated and rehabilitated by several veterinarians, equine dentists and farriers.

Anyone who is interested in helping the horses should immediately contact Animal Control as volunteers are greatly needed.  

Subsequent to the investigation Frederick W. Peyton, 78 and Cherie D. Middaugh, 50, both of Southport, were charged with 21 counts of Animal Cruelty, all Class A misdemeanors, punishable by up to a $1,000 fine, one year in jail or both. 

Peyton and Middaugh were arraigned in Town of Southport Court on June 7th , 2018.

Both are due back in court on July 5, 2018 at 9:00AM

Animal Control was assisted by the Chemung County Sheriff’s Office and the Chemung County District Attorney’s Office.
