On Monday, Democrat Claude Oliver officially announced his candidacy. Oliver will first face fellow Democrat Tanisha Logan- Lattimore in a primary and then the winner of the Republican Primary as incumbent Republican Richard Madl will be challenged by Republican and former Elmira Police Chief Scott Drake.

The 13th Legislative District is made of parts of the city of Elmira and town of Southport.

Oliver is a former member of the Elmira City School Board and is president of the Economic Opportunity Program of Chemung and Schuyler Counties.
