EPD Warns Of Apartment Rental Scam ( UPDATED)

The Elmira Police Department reports they are investigating reports of an apartment scam operation being conducted by two males.

The two will rent an apartment and then list the apartment for rent through local media formats such as Craigslist.  When potential victims answer the ads, the men go through great lengths to stage the application process as though they are the legitimate agents for the apartment.  They ask for identification and make copies.  They utilize detailed rental agreements and even insert restrictions in order to make the scam seem that much more legitimate.  They ask that the down payments be made in cash.

One of the males has potentially been identified as Jacob Capozi. He is described as being 6 feet 3 inches tall, weighs approximately 249 pounds with hazel eyes and brown hair.

The Elmira Police Department has received several tips since the issuance of the first press release.

Jacob Capozi has been verified as one of the suspects.  His father has also been confirmed as the second suspect, however the name Angelo Capozi is one of many aliases used.

The second suspect’s true identity has been confirmed as Richard Kenneth Dildine 

Dildine is 6 foot tall and approximately 255lbs.  He has hazel eyes and brown/grey hair.

Police say Dildine is an absconder from Florida where he was convicted of Grand Theft Auto.

The Elmira Police Department appreciates the assistance received from the public and welcomes any information relative to the men’s whereabouts.

They are believed to be operating two pick-up trucks.  One is an older red unknown make and the other a maroon Dodge. Both have California plates.

Residents are reminded to be cautious when answering ads and suspicious of a property owner / landlord who demands cash as payments.
