Area Businessman To Run For County's 8th District Legislative Seat

A local businessman is running a second time for a seat on the Chemung County Legislature.

Frank Cicci Jr., who owns and manages several rental properties, is seeking the 8th District seat, which encompasses the Village of Elmira Heights and portions of the City of Elmira, and the towns of Elmira and Horseheads.

Cicci lost a Republican primary in 2014 to incumbent 8th District legislator Peggy Woodard. Woodard has not indicated her re-election plans yet.

Cicci is a U.S. Army veteran and a former member of the Elmira Heights Board of Education. He is also a former NASCAR race team owner.

Cicci's top issues include increased shared services, a renegotiated sales tax distribution formula and solutions to the opioid epidemic, among others. Cicci says if he is elected he will donate his salary to a new marketing fund for the county.
