Neighbor's Tip Results In Burglary Arrest In Elmira

This afternoon at approximately 2:10 pm, officers from the Elmira Police Department responded to a residence in the 300 block of West Third St. for the report of a burglary in progress complaint. A neighbor had called reporting the sound of glass breaking in the  vacant downstairs apartment.

Upon arrival officers found a broken window at the residence and a male inside. Officers ordered the male and a second male out of the apartment where they were secured on scene during the investigation. Police say the males appeared to be attempting to steal copper from the downstairs common basement utilized by more than one apartment.

The suspects were identified as William M. Ribble, a 43 year old male from Elmira, and Thomas E. McGowan, a 35 year old male from Elmira.  Both were charged with Burglary 2nd, a class C felony offense.    

The Elmira Police Department would like to thank the public for being vigilant and reporting these suspicious types of incidents.
