Town Of Chemung Eyes Property Tax Hike

Residents of the Town of Chemung could face a hefty property tax increase, as much as 57%,  according to Town Supervisor George Richter. 

The town's tentative 2019 budget set to be presented to the Town Board on October 3rd includes a municipal tax increase from $1.744 per $1,000 of assessed value to $2.774 per $1,000 of assessed value. 

Richter cited the increasing cost of health insurance for the town's full time employees as a major contributing factor, saying some family plans have seen anywhere from a 41% to 62% rise.

He also said the town's fund balance has dropped by 60% since 2011, currently sitting at $640,000. He said the proposed changes to the county's sales tax distribution is "to little, too late" noting that the town's tax revenue wouldn't even cover the cost of health insurance costs for next year. 

"There is going to be a tax change around it," Richter said. "There has to be."

I guess one question to be asked is , do the Town employee’s contribute to the Insuarnce ? !

Supervisor Richter has lowered the town tax rate three straight years from 2016-2018 and added nearly $300,000 to town reserves from 2015-2017 and has a very healthy 50% fund balance as a % of expenses year ending 2017.  All of this leading up to his election in 2017.  But now in 2018 with sales tax up 7% and the county increasing the town allocation for 2019 he needs a 57% increase……..too bad it isn’t an election year for him so Town residents could see him tell you about another tax decrease instead. Don’t forget this is the same guy that laid off the entire highway department because of an alleged fiscal crisis only to bring them back three weeks later.

So he starts his sentence with "Moss ally", which is irrelevant to the rest of it unless Moss is doing his budget for him.
